Each UPS will react differently to the power changes and some will react faster then others.
Are they all the same model and are they a true-online model. How old are the UPSs? most UPSs have a stored charge in them that will usually last for a couple of seconds before the batteries kick in.

I would check each UPS by unplugging them one by one for about 30 seconds as this should allow them to report the power outage just to make sure that they are reporting correctly.
